Florida
Florida splits home child care into registered family day care homes and licensed family child care homes. Registration is annual and available in most counties; 15 counties require a licence instead. Before you start you complete a 30-hour child care course plus 5 hours of early literacy, clear a level 2 background screening, and keep a health and safety checklist. Licensed homes renew annually and pay $50.
Reference only, not legal advice. Requirements change; confirm with the licensing agency before you apply or renew. This page describes what the linked official sources say as of the verification date. It is not a determination that a home will be licensed.
Your licensing path
0 of 9 doneTick each step as you finish it. Ticks are saved in this browser only, per state. The order follows the agency process, with the annual obligations at the end.
Registration is not permitted in Brevard, Broward, Clay, Duval, Hernando, Hillsborough, Manatee, Miami-Dade, Nassau, Palm Beach, Pasco, Pinellas, Polk, Sarasota or Saint Johns. Those counties require a licence. Broward, Palm Beach, Pinellas and Sarasota license through their own agencies.
Registration is the annual state path where the county allows it. A licence is required where the county has an ordinance, and some homes choose it voluntarily to show they meet the state’s minimum health and safety standards.
The 30-hour family day care home course covers rules and regulations, health safety and nutrition, child abuse and neglect, child growth and development, and behavioral observation and screening. Add the approved 5-hour early literacy course for children birth to five. All 35 hours must be complete before registration.
Operators and child care personnel complete level 2 screening under chapter 435, including fingerprints, criminal history, sex offender registries and child abuse registries. Household members over 12 are screened; those 12 to 18 are checked for delinquency records but not fingerprinted.
The operator and staff must hold current pediatric CPR and first aid certification. Keep the cards with the home’s records.
Registered homes provide the operator name, number of children, a written substitute plan, screening proof, current immunization records, the health and safety checklist given to parents, and training proof.
New registered providers complete the Intent to Apply form and send the renewal-style packet with the fee. Licensed providers apply through the CARES online system or their county licensing office.
The state fee is $25 for a registered home, $50 for a licensed family child care home and $60 for a large family child care home. A county licensing agency may charge its own fee.
Registration and licensure are annual. Operators complete 10 clock hours or one CEU of in-service training each 12-month licensing period, and the early literacy course counts once toward that total.
Permit types
Florida uses the categories below. Your numbers decide which one applies, and the category sets the fee and the inspection schedule.
| Type | Who it fits | Capacity |
|---|---|---|
| Registered family day care home | Operator is at least 18, has good moral character based on screening, and completes the training. | One of four groups: 4 infants; 3 infants plus others up to 6; 6 preschool children over 12 months; or 10 children with no more than 5 preschool and 2 under 12 months. |
| Licensed family child care home | Required in 15 counties and available voluntarily elsewhere. Same operator and training requirements, plus DCF licensing and inspection. | Same four capacity groups as a registered home, including household children under 13. |
| Large family child care home | Must first operate as a licensed family child care home for two consecutive years within five years of the application, with a staff credential for one year. | 8 children from birth to 24 months, or 12 children with no more than 4 under 24 months. Two full-time child care personnel required. |
Fees
State fees are listed below. Local inspections, fingerprint vendors and tests can add costs that the state does not set.
| Item | Amount | Detail |
|---|---|---|
| Registered family day care home | $25 a year | State registration fee. |
| Licensed family child care home | $50 a year | State licence fee for a family child care home. |
| Large family child care home | $60 a year | State licence fee for a large family child care home. |
| County licensing fee | Set by the county | A county that issues licences may charge its own fee. Confirm with the county agency. |
| Background screening | Vendor fee varies | Level 2 screening and fingerprints are paid through the state’s screening process. The amount is not published on the provider pages reviewed. |

Background screening
Florida uses level 2 screening, the same standard as other positions of trust under chapter 435.
Screening includes employment history checks, criminal history, sexual predator and sexual offender registries, and the child abuse and neglect registry of any state where the person lived in the past five years.
For family child care homes the definition of child care personnel includes household members over 12. Members between 12 and 18 are screened for delinquency records but are not fingerprinted.
A 45-day provisional hire status is available while out-of-state records are requested, but the person must be supervised by screened and trained staff during that period.
Training hours
Training is front-loaded: 35 hours before registration, then 10 hours a year.
- 30-hour family day care home course, passed by competency exam or educational exemption.
- 5-hour early literacy and language development course for children birth to five.
- All 35 hours complete before registration.
- 10 clock hours or one CEU of in-service training each 12-month licensing period.
- The early literacy course counts once toward the annual requirement in the year it is completed.
- Additional safe sleep, fire extinguisher and medication training apply where relevant.
Capacity and supervision
A family day care home may care for one of four groups. Household children under 13 count toward the limit.
The operator must be present and supervising. A large family child care home needs two full-time child care personnel, one of whom is the owner or occupant.
During swimming, staff to child ratios apply: 1 to 4 for preschoolers and 1 to 6 for older children who cannot swim 15 yards unassisted.
| Group | Infants under 12 months | Other children | Maximum |
|---|---|---|---|
| A | 4 | 0 | 4 |
| B | Up to 3 | Any ages | 6 |
| C | 0 | Preschool over 12 months | 6 |
| D | Up to 2 | No more than 5 preschool | 10 |
Space requirements
Florida publishes a numeric space standard for large family child care homes, not for the small home.
- Large family child care home: 35 square feet of usable indoor floor space per child, excluding bedrooms unless they are used as multipurpose activity rooms.
- Large family child care home: at least 270 square feet of usable outdoor play area on the property.
- Usable indoor space excludes stairways, toilets, permanent fixtures, kitchens, offices, laundry, storage and hallways.
- A small family day care home must still keep the home clean, in good repair and free from hazards; the handbook reviewed does not set a per-child square footage number for it.
Section 402.305 sets 35 square feet indoor and 45 square feet outdoor for child care facilities. A family day care home is not a child care facility under that section, so those numbers are not the home standard.
Inspections
Registered homes are not inspected by DCF. Licensed homes are inspected and reexamined at renewal.
- Registered family day care homes are not inspected by DCF; they certify information annually instead.
- A licensed home gives the department or local agency access at reasonable times during business hours.
- Before renewing a licence, the department reexamines the premises and records to confirm the standards are still met.
- A licence is issued or renewed only after the fee is received and the standards are met.
Renewal and the annual cycle
Both paths renew every year. The licensed path adds a premises reexamination.
- Registered home: renew annually with the $25 fee and the registration packet.
- Licensed home: renew annually with the $50 fee and a reexamination of the premises and records.
- Complete 10 hours or one CEU of in-service training in each 12-month licensing period.
- Sign and give parents the annual health and safety self-evaluation checklist.
