Georgia
Georgia licenses family child care learning homes through the Department of Early Care and Learning. The home may care for 3 to 6 unrelated children, with up to 2 extra school-age children for short periods if approved. Before applying you complete a required orientation, 10 hours of pre-service training and a credential or an approved variance. Applications go through DECAL KOALA and the license costs $50 a year.
Reference only, not legal advice. Requirements change; confirm with the licensing agency before you apply or renew. This page describes what the linked official sources say as of the verification date. It is not a determination that a home will be licensed.

Orientation is required for every family child care learning home applicant. Register through the Georgia Professional Development System, open OLLI Trainings and search for Family Child Care Learning Home Orientation.
The pre-service course requires 2 hours in each of five topic areas, for a minimum of 10 hours, plus in-person infant and child CPR and first aid. All training must be complete before the application is submitted.
Applicants need a Child Development Associate credential, a Technical Certificate of Credit in early childhood education, or a Technical College Diploma in early childhood education. Without one, request a variance with the application, enrol within six months of licensure and finish within two years.
All applications go through KOALA. Email and fax submissions are not accepted. Create the account before starting the application so you can upload documents as you gather them.
Prepare proof of home occupancy (deed, mortgage or lease), HOA approval or landlord authorization where applicable, a completed criminal record check acknowledgement, zoning approval dated within 12 months, a floor plan, a notarized affidavit of lawful presence, fire safety documentation, and water and sewer documentation.
The provider and every adult aged 17 or older who lives in the home or is present during care must be fingerprinted through Bright from the Start. A satisfactory comprehensive records check is required before the person is present with children.
Submit the online application with every required document. DECAL’s published minimum processing time for a family child care learning home is 45 days after the application is received, screened and acknowledged.
After the application is complete, a consultant reviews the licensing prep checklist and schedules an on-site inspection against the rules. If the home passes, a final license is granted.
The non-refundable fee is not accepted until the final license is granted at the initial visit. Pay through KOALA within 30 days of the final license. The license is then emailed and must be printed and posted.
After the first year, complete 10 clock hours of training each calendar year. Pay the annual fee by 1 December. All current licenses expire on 31 December.
Permit types
Georgia uses the categories below. Your numbers decide which one applies, and the category sets the fee and the inspection schedule.
| Type | Who it fits | Capacity |
|---|---|---|
| Family child care learning home | Provider lives in the home, completes the orientation and pre-service training, and holds a CDA, TCC or TCD in early childhood education, or an approved variance. | 3 to 6 unrelated children. A provider may care for 2 additional children aged 3 or older for two designated one-hour periods a day with department approval. |
Fees
State fees are listed below. Local inspections, fingerprint vendors and tests can add costs that the state does not set.
| Item | Amount | Detail |
|---|---|---|
| License fee, 25 children or fewer | $50 a year | A family child care learning home falls in this band. |
| Late fee after 31 December | $25 | Half the license fee is added after the due date. |
| Fingerprint processing | Paid by DECAL for child care employees | Applicants register through Bright from the Start. Confirm any vendor fee with DECAL. |
| Zoning, fire and water approvals | Set locally | Local agencies may charge for zoning, fire and environmental health approvals. These are not DECAL fees. |

Background checks
Georgia requires a comprehensive records check, not only a criminal history search.
- The provider and every employee or resident aged 17 and older must submit a records check application and fingerprints.
- A satisfactory comprehensive records check is required before the person is present with children.
- The check must be no older than 12 months at the license or hire date.
- A new check is required after a break of 180 days or more, on an arrest or charge, at least every five years, and when the department asks.
- Out-of-state child abuse registry and criminal history documents are required for every state lived in during the previous five years.
Training hours
Georgia front-loads 10 hours and then requires 10 hours a year.
- Pre-service: 2 hours in each of five topic areas, minimum 10 hours.
- The five areas are defined in DECAL’s Five Training Areas document, linked in the forms index.
- Infant and child CPR and first aid, in person, before applying.
- Annual: 10 clock hours each calendar year after the first year.
- At least 2 of the annual hours in language and literacy, and at least 2 in child development and health and safety.
- No more than 2 of the annual hours in business topics.
Capacity and ratios
The six-child limit is the core rule. Related children change the headcount in the home but not the unrelated limit.
- No more than 6 unrelated children in the home, for pay or not for pay.
- Up to 2 additional children aged 3 or older for two designated one-hour periods a day, with department approval.
- When related children or children who live in the home are present, the total number of children under 13 may not exceed 12.
- An assistant is required when more than 3 children under 12 months, more than 6 children under 3, or more than 8 children under 5 are present.
- The 35 square foot space requirement applies to every child present, including related children.
Space requirements
Georgia sets an indoor floor area per child and counts every child present.
- At least 35 square feet of usable floor space per child in the areas used for care.
- Basement areas more than 25 linear feet from a window cannot be used for children.
- The home must be clean, free of hazards, and keep exits clear.
- No separate outdoor square-footage number appears in the family child care learning home rules reviewed.
The rules require a variety of daily activities including outdoor play. They do not publish a per-child outdoor area number for this home type in the chapter reviewed.
Inspections
There is an on-site inspection before the license. After that, DECAL may inspect during operating hours.
- An on-site inspection after the complete application, against the FCCLH rules.
- The department may inspect the home during operating hours, including unscheduled visits.
- The application itself is consent for access to the premises, staff, children and records.
- No fixed annual inspection frequency is published in the rules reviewed. Annual monitoring can occur.
Renewal and the annual cycle
Georgia licenses run on a calendar year, not on the anniversary of the license date.
- Annual license fee due by 1 December for the following calendar year.
- All current licenses expire on 31 December.
- A late fee of half the license fee applies after 31 December.
- 10 clock hours of annual training each calendar year after the first year.
- Failure to pay the annual fee can result in revocation.

- Georgia does not publish a per-child outdoor square-footage number for family child care learning homes in the rules reviewed. Outdoor play is required, and local zoning or fire rules can add conditions.
- The fingerprint vendor fee is not stated as an applicant cost on the pages reviewed. DECAL says child care employees are currently paid for; confirm your own case with DECAL.
- No fixed annual inspection frequency is published. The rules authorize inspections during operating hours, including unscheduled visits.
